Outside click detector

Use EuiOutsideClickDetector to trigger a handler when the user clicks outside of the child element.

EuiSelect normalizes browser event inconsistencies with <select /> elements and as a result may not trigger EuiOutsideClickDetector when targeted with mouse events.
